Philippines: 5 displaced Lumad women sexually assaulted

    Fidela Mandagit and Fatima Duyan, were on their way back to their tents when a man attempted to rape them on September 1, 2016 at around 5:00 in the afternoon.

    The women were coming from a secluded part of the Kaamulan Grounds, Malaybalay City, Bukidnon, after having to relieve themselves in the area. The women are forced to go the said area to use as their toilet as the city and provincial governments of Malaybalay City and Bukidnon, respectively, refused to open the nearby public restrooms to the Lumads.

    Both women are members of the Tigwahanon community that evacuated to the capitol grounds after the paramilitary group, the New Indigenous Peoples’ Army for Reform (NIPAR), strafed their community on July 30 this year.

    A similar incident happened to Malen Mandagit, Dodita Panganlagan and Wilma Panganlagan on September 3, 2015 at around the same time, attacked by the same man. The women described their attacker as a cowboy with a limp, who is renting out his horses to the public at the Kaamulan grounds. The cowboy had been repeatedly heard to have stated that he wanted “to have a taste of the Lumad women.”

    The displaced Tigwahanon people are now preparing to file formal charges against the perpetrator of the said sexual assault. Also, the Lumad women are one in demanding the city and provincial government to let them use the said public restrooms so they will no longer have to go out to such isolated areas that expose them to further threats and harassment. This they call out while they wait for the arrest of Butsoy Salusad, head of NIPAR, so they can safely go back home to their community.

    The NIPAR attacked a wedding in Sitio Tibugawan, Barangay Kawayan, San Fernando, Bukidnon in the morning of July 30, 2016 that resulted in the death of one pregnant woman, and the injury of at least seven children.
