CPA Celebrates the Int’l Day of the World’s Indigenous Peoples


In celebration of the International Day of the World’s Indigenous Peoples on August 9, the Cordillera Peoples Alliance is organising and participating in various activities this August in Baguio City, Manila and the international Global Days of Action with the Indigenous Peoples Movement for Self-Determination and Liberation (IPMSDL) for the whole month of August. The said activities aim to raise awareness on the situation of indigenous peoples in the Cordillera to the public, engage legislators such as Congress on the urgent issues of IPs in need of aid of legislation, and engage international mechanisms such as the United Nations.

On August 8, CPA will participate in the National Consultation with the UN Special Rapporteur on the Rights of Indigenous Peoples Victoria Tauli. The Special Rapporteur will share initial plans, make recommendations on cases of human rights violations against indigenous peoples, and share good practices and awareness for indigenous peoples on the use of UN mechanisms and procedures. Among the highlight cases CPA would like to present to the Special Rapporteur are the extrajudicial killings of indigenous activists in the Cordillera such as William Bugatti of Ifugao and the Ligiw Family of Abra, and FPIC (Free, Prior and Informed Consent) violations of Makilala and Chevron in Guinaang, Pasil, Kalinga province.

On August 9, CPA will participate in international and national calls to action of indigenous peoples initiated by the IPMSDL and Kalipunan ng Katutubong Mamamayan ng Pilipinas (KAMP or national federation of indigenous peoples in the Philippines). The activities organised by CPA takes place at People’s Park from 10AM to 5PM, through a short program, exhibit and film showing on the situation and struggles of indigenous peoples worldwide, and cultural jamming. We are organising this with IPMSDL, Asia Pacific Indigenous Youth Network, Dap-ayan ti Kultura iti Kordilyera (DKK), Cordillera Women’s Education Action and Resource Center (CWEARC), Innabuyog and Cordillera Youth Center. The public is invited.

In Manila, CPA and the Cordillera Human Rights Alliance (CHRA) will join KAMP member organisations in a consultation with the House Committee on National Cultural Communities chaired by Cong. Nancy Catamco on August 11. CPA and CHRA will present recommendations on cases of FPIC violation extrajudicial killings of indigenous peoples in the Cordillera, including recommendations on the 2015 national budget appropriation. Protest actions will follow August 12, led by KAMP.

Back to Baguio City on August 18, CPA with the All UP Academic Employees Union will organise the Cordillera People’s Summit on Genuine Regional Autonmy. The summit generally aims to consolidate the people’s position on House Bill 4649 (An Act to Establish the Cordillera Autonomous Region). It will be followed by the book launching of Cordillera Heroes published by the Asia Indigenous Peoples Pact (AIPP). ***
